Here's a little reminder of how things were happening not so long ago, and why I call this blog Speed Trap City. After I obtained this copy of the memorandum, it was destroyed and replaced by one that wasn't quite so transparent. But the purpose remains clear -- enforcement was turned into a revenue tool, not a public safety tool by a man who signed this memo as a police chief, when the position had long ago been eliminated.
